USCIS announced 236,000 applications were filed. USCIS confirmed that the lottery was conducted on April 9th (Saturday).
USCIS has started issuing H1B receipts to those who have filed H-1B applications under premium processing.
But, Employers have reported that they are receiving the email notifications about their filed cases and these notifications are sent from the service centers.
We have received email notifications in 25% of our cases filed as AD/PP/VT (Advanced Degree-masters / premium processing / Vermont Service Center)
We have received email notifications in 10% of our cases filed as AD/PP/CA (Advanced Degree-masters / premium processing / California Service Center)

Congratulations to all the H-1B applicants who have received the email notifications.
Those who have not received a mail yet, don’t worry as this is just the beginning. H-1B applicants with masters degree will have a second chance if they didn’t get selected in the masters quota lottery.
When the masters quota is exceeded, the USCIS uses a randomized algorithm to select 20,000 applicants, and the overflow is then moved to the regular category. Then, when the Regular category is exceeded, they run the randomized algorithm again, and the quota of those applicants is selected.
The email receipt notification process will be completed by next couple of weeks for premium processing. USCIS already announced that the premium processing for H-1B cap-subject petitions requesting premium processing no later than May 16, 2016 .
